Project scouting and stakeholder mapping

01 / Context

The challenge

Investment in rail was growing fast in Indonesia and Vietnam, often as PPP projects financed by development banks. Rail engineering consultancy PROSE wanted to know where its specialist expertise could be in demand – and who actually decides – before investing in either market.

02 / Delivery

Our approach

  • Identified rail projects close to tender, or where a project owner or consultant had recently been appointed.
  • Mapped key players among authorities, operators, manufacturers, financiers and consultancies.
  • Held meetings and calls with, among others, the Ministry of Transportation and regional authorities in Indonesia, and the metropolitan railway management board and design institutes in Vietnam.
  • Ranked each project as high, medium or low business potential.
  • Kept the scope tight: three months, 2.5 days per month.
03 / Outcomes

Results and deliverables

01

A report with prioritised projects – such as airport rail links and metro lines – plus contact lists and a suggested plan per market.

02

A clear map of decision paths and influencers in two complex markets.

03

A key learning for the client: package the technical offer early, so local stakeholders understand what it solves.
